Costco in March, Target in October: Seward Junction Is Becoming Liberty Hill's Errand Run

October 15, 2026

On Tuesday afternoon, before the doors opened to the public, Liberty Hill ISD's two Teachers of the Year filled their carts at the new Target at Seward Junction. One chose a Cuisinart cookware set. The other picked out luggage for a theater field trip and LEGO sets for Christmas gifts. Each got a $250 gift card and became one of the store's first two customers. That happened before the preview and ribbon-cutting that same day, as the Liberty Hill Independent reported.

The official opening is Sunday, Oct. 11. Costco has been open since March 11 on the same southeast corner of US 183 and SH 29. With both stores running, much of Liberty Hill's weekly shopping can now happen at one intersection. The two anchors also do different jobs on different schedules, so the corner works better as a pair than either store would on its own.

Eleven Miles, Then a Few Minutes

In July 2024, when Target's plans first showed up in a state filing, KXAN reported that the closest Target stores in Williamson County were about 11 miles away in Cedar Park and Georgetown. Costco members in Liberty Hill had the same long drive until this spring.

Both trips now end at the same corner. Costco opened its warehouse and gas station at 595 US 183 on March 11, 2026. It's a 152,000-square-foot building, Costco's 45th store in Texas and 635th in the U.S., according to Community Impact. Target's 148,000-square-foot store is just up US 183 at 351 N. US 183, in a shopping center called Liberty Hill Crossing. Target's corporate openings sheet lists the store at 353 US Highway 183.

Two Anchors, Two Different Clocks

The two stores feel like one project, but they arrived on separate timelines, and both ran late. Here's how the Target side came together:

  1. June 21, 2024. A Texas Department of Licensing and Regulation filing proposed a Target at 351 N. US 183. At the time, Target wouldn't confirm it.
  2. July 29, 2024. The Liberty Hill City Council found the proposal met its criteria for a wastewater-capacity allocation. Georgetown was set to supply the water.
  3. Jan. 8, 2025. The city approved the 35.51-acre Henrietta Retail Site Plan, with Target as the anchor. The projected cost was $22 million, and completion was penciled in for June 4, 2026.
  4. March 11, 2025. City council members and the developers marked the start of construction. Property Commerce owns the land and will own the buildings.
  5. Summer 2026. Supply-chain delays pushed the opening from summer to fall.
  6. Oct. 6 and Oct. 11, 2026. A soft opening and ribbon-cutting, then the official public opening.

Costco's dates slipped too. An earlier Independent report expected it to open before the end of 2025. The actual opening came on March 11, 2026. Both anchors were part of the larger 106-acre Seward Junction development overseen by Pohl Jensen Partners Real Estate Group. That plan also calls for quick-service restaurants, retail strip centers, and multifamily housing. The late arrivals of both stores are worth remembering when you read the dates in the last section.

The Hours Are Where the Corner Pays Off

Put the two stores' official schedules side by side and Target is open every hour the Costco warehouse is, plus more time on both ends. Costco's gas pumps are the one exception.

Costco, 595 US 183 Target, 351 N. US 183
Weekday hours 10 a.m. to 8:30 p.m., or 9 a.m. for Executive members 8 a.m. to 11 p.m.
Saturday 9:30 a.m. to 7 p.m., or 9 a.m. for Executive members 8 a.m. to 11 p.m.
Sunday 10 a.m. to 6 p.m., or 9 a.m. for Executive members 8 a.m. to 10 p.m.
Fuel Gas station opens 6 a.m. daily None listed
Pharmacy In-warehouse pharmacy CVS Pharmacy inside
Coffee and food Food court Starbucks Café
Other services Optical, hearing aid center, tire center Apple section, Drive Up, Order Pickup, same-day delivery, EV charging

Costco's pumps open at 6 a.m., two hours before Target's doors. On weekdays, Target stays open about two and a half hours after the Costco warehouse closes, and on Sundays about four hours. Costco handles the tire rotation, the eye exam, and the bulk paper goods. Target covers a forgotten gift at 9:30 p.m. or a curbside pickup on the way home. The Independent also reports that the Target will sell beer and wine.

Each store has its own pharmacy, so that stop works at either one. With Target's CVS added, Liberty Hill now has a pharmacy counter at this corner that's open into the evening, seven days a week.

What's Still Under Construction

The two anchors are open. Most of the surrounding business, which would make the corner feel like a finished shopping district, hasn't opened yet. Here's where each project stood in the most recent reporting:

  • T.J. Maxx, 353 N. US 183, Ste. 300, in Liberty Hill Crossing. A state filing for the 25,304-square-foot store listed an estimated completion of Aug. 15, 2026, per Community Impact. That date is for construction, not an announced opening, and no opening has been confirmed.
  • United Heritage Credit Union, 135 US 183, next to Target. It broke ground Aug. 25 and expects to open in early 2027.
  • Suds Deluxe car wash, at the northeast corner of SH 29 and US 183. It was slated to open in late 2026, as of an October 2025 report.
  • 7-Eleven, 10731 SH 29. It appeared in earlier Seward Junction plans with a Suds car wash attached, but no recent coverage confirms whether it's still moving forward.

When the Target site plan was approved, it also included 50,000 square feet of attached commercial space and about 10 outparcels. At the groundbreaking, the developer mentioned a restaurant, a bank, or a car wash as possible uses, but said tenants weren't ready to be named. Since then, T.J. Maxx and the credit union have signed on. The rest of those pad sites still have no announced tenants.

The Roads Haven't Caught Up Yet

Two big-box stores bring traffic to an intersection, and the road work here is still in its early stages. The Seward Junction North Loop East project will connect US 183 at CR 258 to SH 29 at CR 260. Construction was expected to start in summer 2026, with the east segment running into early 2028 and the west segment's schedule still undecided, according to Community Impact's May transportation update. A May 2026 Williamson County program update said a traffic-signal analysis for SH 29 at Seward Junction went to TxDOT on May 11 as part of the North Loop work. The update doesn't say a new signal is coming.

Liberty Hill Crossing is described as part of the SH 29 corridor, so that intersection carries both the Costco and Target trips for now. The North Loop is the planned bypass, and its east segment is scheduled to wrap up in early 2028.

Big shopping centers like this one also change how the homes around them get described and compared.
